Tar-like substance that washed ashore is seen in Manhattan Beach, California on Thursday, May 28, 2015. Popular beaches along nearly 9 miles of Los Angeles-area coastline are off-limits to surfing and swimming after tar-like substance washed ashore. The environmental scientists said it is too early to say if the material in Manhattan Beach might have a relationship with the oil spill on Refugio Beach near Santa Barbara.
